Introduction
The Strategic Technology Plan for the Ventura County Community College District (VCCCD) provides an overall framework for the strategic implementation of technology across the district. The plan’s purpose is to align technology application to the district’s mission, vision, and strategic goals outlined in the VCCCD Strategic Plan. Each initiative anticipates technological trends in society and higher education and sets forth a plan to leverage technology to meet the mission and strategic goals while honoring the core values of our colleges.
Mission Statement
The mission of the District and College Information Technology (IT) Departments is to provide secure, dependable, efficient, and effective technology services to the faculty, staff, and students across the district. The IT departments are committed to excellence, striving to provide technology leadership and long-term vision, sustainability through innovation, high quality service and support, continuous improvement to assist in student learning, and support of the colleges in their missions and functions.

Strategic Goal 1: Instill a culture that values diversity, students, our communities, collaboration, and the success of each employee.

Strategic Goal 3: Support the closing of academic achievement and support service equity gaps across all racial, ethnic, socio-economic, and gender groups.

Areas of Focus
This plan is a roadmap for all major technology initiatives over the next five years, 2023 - 2028. Providing a framework are three areas of focus that align with the district's strategic goals, achievement measures, and strategies. Each area of focus will include key initiatives and actionable plans to guide the district and college information technology departments.
Area of Focus 1:
Continuous Improvement We will broaden and enhance connectivity to instructional and student resources, systematically identify and improve operations using appropriate technology, use technology to provide and enhance student support services address student equity and enable student access, and advance technology offerings to enable greater student success and access. (Alignment with Strategic Goals 1 & 3.)
Area of Focus 2:
Communication, Collaboration, Innovation We will use technology to enable communication and collaboration, leading to the development of high quality, innovative educational programs, and services. (Alignment with Board Strategic Goals 1, 2, & 4.)
Area of Focus 3:
Core Services and Information Security We will use best practices and implement technologies to enhance core services and information security, and enable compliance to ensure confidentiality, information integrity, and availability. (Alignment with Strategic Goal 2.)

Plan Format
First is a summary of the Key Initiatives developed in partnership with the college and districtwide technology committees and the project prioritization process. Presented in a columnar fashion the plan contains the Area of Focus, Key Initiative, Objectives, Plan of Action, Responsible Parties, and Target Completion/Needed Resources. Three additional columns outline the process for an annual review by the participatory governance technology committees. These include a column for How to Measure the Result, Yearly Outcome Assessment, and Implications for the following year. Providing a plan and process for continuous review, evaluation, and revision.
