Matthew Crawford is an experienced law enforcement professional with 28 years of dedicated service, including the past five years as a captain at a university police department. Starting a career in public safety in 1996, Matthew has risen through the ranks, developing a deep understanding of community-oriented policing and campus safety.

Matthew holds a bachelor’s degree in Intelligence and National Security from Coastal Carolina University and a master’s degree in Criminal Justice from Charleston Southern University. This academic background, combined with extensive field experience, reflects Matthew’s strong commitment to leadership, public safety, and community engagement.

My name is Jeffrey Nettleton, and I am seeking the position of District Chief of Police for the Ventura County Community College District.

I have lived in Ventura County most of my life and I currently reside in Camarillo.

I have attended Moorpark College two separate times and obtained an associate in arts degree and an associate in science degree.

I am a retired veteran of the Ventura County Sheriff’s department, where I served the public for 25 years.  During my tenure on the department, I was a supervisor at 3 separate patrol stations, a supervisor in 2 separate specialized units, a custody supervisor, and a station administrative supervisor.  I was a general investigations detective, a gang unit detective, and a sexual assault detective in the major crimes’ unit. 

I believe my experiences in the Sheriff’s Department will prove useful in overseeing Title 9 investigations at the college district.  My leadership skills were well known in the department, and other deputies sought me out to be their supervisor.

I am currently a POST certified background investigator for fire and police applicants,

I am a person who works in a collaborative way to bring resources together to accomplish goals. I have standing relationships with other law enforcement agencies within the county that will benefit the college district.

My passion is to imprint an enduring positive impact on the faulty, staff, students, and visitors of the Ventura County Community College District.

I enjoy being a football spectator and spending time with my wife and friends.

Lieutenant Cesar Romero has served the Ventura County Community College District Police Department for more than two decades. As a first-generation Mexican American, Cesar was raised in Oxnard by both parents who were both farm workers.  He attended both elementary and high school within the Oxnard Unified School District and was a first-generation college graduate from the Ventura County Community College District.  Cesar graduated from Ventura College with two Associates degrees, one in Liberal Arts and another in Criminal Justice. He then graduated top of his class from the Rio Hondo Police Academy in 2003.

Lieutenant Romero successfully worked his way up the ranks, beginning as a police officer for both the District and Port Hueneme Police Department, then promoting to a police sergeant, and finally as a police lieutenant.  He has served in the capacity of a supervisory role since 2007. As the Lieutenant for the Oxnard College Police Department since 2012, he is responsible for the overall safety, planning, organization, efficiency and direction of all police department staff and operations.

Lieutenant Romero is a graduate of several advanced law enforcement development and training courses, including the California Peace Officers Standard and Training (POST) Supervisory and Management courses. He is currently the POST Training & Field Training Coordinator, as well as Taser Training coordinator for the department and was previously the coordinator for the District Attorney's office.

During his career Lieutenant Romero was a recipient of several department awards, including the 2022 District Employee of the Year and Moorpark College's Employee of the Month in 2017. Cesar also volunteers for American Youth Soccer Organization (AYSO) and has done so for the past 8 years.

Lieutenant Romero has developed a strong and professional relationship with students, staff, and faculty.  His approach to policing and one that he instills in his officers is that of community policing. He and his team strive to provide a high-level of professional policing to all students, staff, faculty and the community.

Lieutenant Romero's staff has also enhanced its accountability, transparency and inclusion measures, ensuring the department continues to foster and preserve the College community's trust and partnerships.
